[SMM Analysis] Four Departments Set Clear Targets for Energy Equipment by 2030

On September 22, the National Energy Administration, the Ministry of Industry and Information Technology, the State-owned Assets Supervision and Administration Commission of the State Council, and the State Administration for Market Regulation jointly issued the “Guiding Opinions on Promoting the High-Quality Development of Energy Equipment,” which explicitly proposed “enhancing the technical level of battery dismantling and recycling, and exploring the establishment of an ESS battery recycling system.”

This guiding document sets the goal of achieving autonomous and controllable industry chains and supply chains for China’s key energy equipment by 2030. Facing the first wave of “retirement peaks” for NEV power batteries expected in the next 2–3 years, lithium battery recycling has become an indispensable part of the high-quality development of energy equipment.

The guiding opinions issued by the four departments not only outline the overall development direction for energy equipment but also specify requirements for the battery recycling sector. The document states that, in terms of equipment remanufacturing and recycling, it is necessary to breakthrough key technologies such as precise detection of critical equipment and in-situ repair of complex parts and precision components.

The guiding opinions clearly propose to “accelerate the establishment of recycling standards and specifications for retired and discarded PV and wind power equipment,” and to build a recycling system covering green design, standardized recycling, high-value utilization, and harmless disposal.

This series of requirements reflects the national emphasis on the full life cycle management of energy equipment.

By 2030, China’s key energy equipment industry chains and supply chains are expected to achieve autonomous control, with significant progress in high-end, intelligent, and green development. The realization of this goal depends on the improvement of the lithium battery recycling and utilization system.

The release of this policy will drive the entire industry toward standardization and scale. Through the establishment of a comprehensive recycling system, the entire life cycle of lithium batteries, from “birth” to “death,” will be governed by regulations in the future.
